If project was created with --no-create option set then it doesn't
make sense to attempt to delete the remote.  This will force the
option no matter if --delete or --no-delete are given.

This implements a proper --mirror option when mirroring.

Now adding different types of mirrors will be more managable.

I've made some improvements to bazaar repository support.
However, the support just isn't there yet.  I get
multiple errors.

preflight check did not properly test it.

python-gitlab API has added the ability for public project creation.
This is because of changes in the GitLab 6 API.

I have also added optparse for option parsing so that I can pass
more advanced options and arguments.

I have renamed creatE_gitlab_project.py to manage_gitlab_project.py.
