Some modifications were in order so that gitlab-mirrors
works with the latest pyapi-gitlab.

This fixes issue #2 reported by @lmakarov.

There's no need to move the project to a group if the user is
creating projects in their own namespace.

with group namespace resolution.
upstream merge request for python-gitlab.

No --create flag.

Added more error checking to scripts.

python-gitlab API has added the ability for public project creation.
This is because of changes in the GitLab 6 API.

I have also added optparse for option parsing so that I can pass
more advanced options and arguments.

I have renamed creatE_gitlab_project.py to manage_gitlab_project.py.

Adding comments to config.sh.
Renamed a few config.sh variables to be more intuitive.

add_mirror.sh has better user output.  Updated to reflect
new config.sh.

git-mirrors.sh now outputs proper error codes.

create_gitlab_project.py updated to reflect new config.sh

add_mirror.sh script will now add a git mirror to gitlab!

update_mirror.sh will now update mirrors that have been
added to gitlab!

* It doesn't function as intended yet.
* Depends on create_gitlab_project.py.
* Updated the readme for some prereqs.
* The python script currently only lists an existing
project.  Returns http clone URL.
